[Monitoring] Logs UI link is broken with CCS

This code is wrong because the config as an object parameter is already prefixed with monitoring. We need to change this to get(config, 'ui.ccs.enabled')

@chrisronline I think this can be closed? just making sure if there was any reason for it to be open, I see a pr was backported to 7.x in Oct last year.
