[maps] provide UI feedback for immutable and mutable layer configuration parameters

#60668 adds scaling configuration to the layer creation wizard. In the past, layer creation wizards have only displayed immutable configuration settings, i.e. settings that can not be changed after the layer is created. scaling is mutable and can be later changed by the user. How should we provide a clear distinction in the UI between settings that can not be edited later and settings that can be edited layer?
