[Metrics Alerts] Add ability to pre-populate alert from the Metrics Explorer toolbar #60659

I want to be able to pre-populate this (note the empty query and present groupBy param):

(Currently we can only pre-populate an alert using the Actions menu next to a graph, which fills in a filter query that negates any groupBy parameter. If we want to easily create groupBy alerts, we need to be able to populate the flyout using only the data from the Metrics Explorer toolbar)
