[APM] Change config xpack.apm.serviceMapEnabled to be true by default

At this time, kibana.yml requires xpack.apm.serviceMapEnabled: true to navigate to the service map, but we want it to be on my default, and only show a message if the user doesn't have the correct license (platinum or trial license)
