[ML] Data Visualizer - job creation active for machine_learning_user

Steps to reproduce

• Log in as a machine_learning_user
• Go to the Data Visualizer and open an index pattern

Expected result

• There is no Create Job section (or it's empty or all options are disabled)

Actual result

• There is an active advanced wizard link, the user can navigate through the advanced wizard
• Job creation is still not possible as the permission check on API level is working correctly:
