Empty dashboard for read-only users

When user has read-only access, empty dashboard doesn't show any information and may be perceived like it's not fully loaded. Maybe it's worth to add some design.

I think we could reuse the same empty screen graphic, without additional text:

I would suggest also stating that it's read only so we can give user something to do. Also, can it be that there are visualizations but they are not visible to the current user due to permissions?

How about: "This read-only dashboard is empty or you do not have permission to view. Please contact the owner of the dashboard if you think this in error."

@rayafratkina as far as I know, the visualization containers will be shown but won't be loaded if the user doesn't have permissions. I think this is the only scenario where we have this screen.

I like the idea about "contact the owner..." part. Will add this.

Why not just prevent users with real only to create a new dashboard
What's the point of letting them proceed if they cant do anything?

@AlonaNadler, the thing is read-only users cannot create new dashboards but they can still access the empty ones that were created by other users.

In that case, I find it a really niche edge case, do what requires the least amount of work
