[Vega] Sample [Flights] Airport Connections (Hover Over Airport) visualization not working

Kibana version:
master branch (you can reproduce this issue only under the oss license)

Describe the bug:
Got an error opening one of our Vega visualization samples

Steps to reproduce:

1. Install kibana_sample_data_flights sample data
2. Open Visualize page and find visualization by name: [Flights] Airport Connections (Hover Over Airport)
3. Open visualization

This issue related to tmsServiceSettings.
