Isolate new platform plugins from legacy optimizer #53555
Description
Since the new platform plugins are immutable, there is no need to include them in the optimizer while in production. After this work is complete, it should just be a matter of all plugins migrating over to the new platform to close the log awaited #7322.
- Exclude new platform plugins from the legacy optimizer in production
- Ensure dependencies only used by new platform plugins are not included in vendor.dll.
