Cross Cluster Replication Management Section Licenses

The "Cross Cluster Replication" management menu item is visible regardless of the license level, we should be hiding this when the license doesn't allow the user to use CCR.

Maybe @yaronp68 can provide some insight here? IIRC this was a conscious decision to show the app for basic license with a message redirecting to License Management. Implemented in: #29228

FWIW, we generally hide features which aren't enabled with specific licenses in Kibana.

@kobelb We wanted to expose users to features that they are missing due to license limitations. Do you see this is an unwanted behaviour?

I don't have an issue with this approach from the security perspective.

I think it's a better UX to hide features that aren't supported by the license. Otherwise users are confused about why they see something which they can't use (and didn't purchase), and feel like they're being up-sold.

@cjcenizal I fully understand you argument. I think the benefit of not annoying the user is bigger than the chance some users will miss important features. So ++ to your suggestion

No updates yet, but thank you for re-raising it to our attention. It's important the UI honors the license state consistently and accurately, so we'll try to find time for this soon.
