[Maps] Read only mode

In a similar fashion to dashboards or Canvas, it would be nice to have a read only view for maps. This feature would remove the save button and any configuration controls within layers. You simply can perform layer actions, use full screen mode and filter with queries and the timepicker.

Read only mode was introduced here #31318. When embedded in a dashboard, the map will not be editable, although actions remain preserved.

Is this sufficient? Or should the maps app have read-only mode outside the dashboard as well?

@thomasneirynck Personally, I think Maps should have a read only mode outside of dashboards as well. Similar to Canvas. With feature controls, I could easily see an analyst getting access only to Maps, possibly in a read only fashion. What does the @elastic/kibana-gis team think?

The feature controls PR #31652 will introduce that behavior in Maps. When the maps feature is turned off, existing maps in the Maps app can only be opening in read-only mode.
