[CCR]: Add error message when CCR is not available

Currently, when ccr is not available on the cluster (license basic), the follower index listing page does not show anything.

We would need to display an error on the page indicating that it is not available with the current license. We probably want to create a re-usable component that we could use also in auto-follow pattern as currently, the message is not very user-friendly.

Adding to this, if we create a common license-checking component, we should also get information from the API about whether or not the user is allowed to start a trial -- if so, then that information should be displayed by the component. (Suggested by @skearns64).

And going one step further, it'd be great to have the "Start trial" button right underneath, so the user does not have to navigate to the "License management" app.
