Page selector only shows first page

Browser version: Chrome, latest

Describe the bug:

Page preview/selector only shows the first page

Steps to reproduce:

1. Create/Open canvas workpad
2. Add another page if the workpad only has one

Expected behavior:

Should see all the pages, and be able to re-order them via drag and drop. Looks like some CSS change might have broken it.

I was fighting with this in the Workpad level CSS PR #24143, I thought I had sorted it out... will take a look. If we want a quick fix, we could undo that PR (though I don't know how to do that, personally).

No need to revert the PR. I've pinpointed where the bug is, and I'll have a fix ready momentarily.
