[Upgrade assistant] Old data stream with a compatibility version < 8.0 for ilm-history-5 datastream

Describe the bug: I upgraded from 7.17.x to 8.18.0 and I had 113 indices which needed reindexed. Two of them display old data stream with compatibility version less than 8.0 and no remediation steps.

One of them is ilm-history-5 index.

Spoke to Robert today and understood datastreams don't show up in indices. Will close this issue once upgrade assistant UI shows me remediation steps. Cheers!
