As part of the DnD initiative we've proposed that we explore:
a) Consolidating navbars and global menus
b) Simplifying navbars and global menus
c) Add a global Add to Dashboards button to replace the toolbar

These changes, in particular (a) and (b) would have impact in all of Kibana. We will start the proposal from within Dashboards and then look to collaborate with other teams in order to reach an agreement in direction and eventually develop these proposed changes.
