Describe the feature:

To promote the use of APM for services that only have logs, we want to show users some tabs they would have available if they had APM data.

This 👆🏻 will automatically be handled once we do this

We want to change the tab order based on the available signal types:

• When the signal type has logs only:

1. Overview
2. Logs
3. Dashboard
4. Remaining tabs with empty state

• When the signal type has traces only:

1. Keep current ordering.

In a separate task, new empty states have been prepared to help users better understand the data they could access.

In this issue, we aim to display some of these tabs:

• Overview (w new empty state)
• Dependencies (w new empty state)
• Infrastructure (w new empty state)
• Service Map (w new empty state)
• Logs (already has empty state)
• Alerts (already has empty state)
• Universal Profiling (already has empty state)
• Dashboards (already has empty state)
