Describe the bug:
[Case] backend closed connection error downloading 0 byte size files from case

precondition
- empty content text should be available
Steps to reproduce
- Navigate to Case details and try to download the upload file
- Observed the failure and getting following error message "backend closed connection"
Current Result
- [Case] backend closed connection error downloading files from case
Expected Result
- File download should work correctly under case
