Display drop down fields in alphabetical order

There's a few places that we have drop down boxes for values that we extract from ES but these don't seem to have any sort of logical ordering.

The details on this issue are lost -- but we've done a bit of redesign work on the role management page since this was opened, and we just fixed the role dropdown on the user management screen (#26491).

I'm going to close this, but if there are specific enhancements we want to see, feel free to open individual issues for them.
