Summary

In case of insufficient license, the Block action of D4C Integration page should be associated with Cloud Add-on Complete tier.
When missing the Complete tier, a prompt to instruct it on upgrading in order to receive access should be appear.

It should be blocked in the yaml view as well

Definition of done

• Licensed checked and the prompt is displayed only when cloud complete is not enabled
• Button click leads to: https://docs.elastic.co/serverless/security/enable-cloudsec
• Only effects serverless
• Display an error message if the check failed, only on serverless
• Add tests
