As a precursor to #167901, we think it might be best to make annotation groups shareable across spaces. The @elastic/kibana-presentation team would like to help with this so we can get closer to Shareable Dashboards.
To make annotation groups completely "shareable" we need to complete the steps in Phase 2 of the "Sharing saved objects" documentation.
