[Synthetics] Navigating to empty Synthetics with query params prevents empty prompt from showing

Describe the bug:

When navigating to Synthetics, if there is a param in the query string (i.e. a custom refresh interval), empty deployments will not prompt the user to create their first monitor like the flow normally does.

Steps to reproduce:

1. Go to Synthetics with no monitors available
2. Add a param to the query string and refresh
3. You won't see the empty prompt anymore

Expected behavior:

The empty prompt should show any time the user's set of monitors is empty.

Hi there, thanks for your interest in contributing to Synthetics. Before you can submit code to Kibana you'd need to sign the Contributor License Agreement, choosing the correct option for your case.

I'd also encourage you to review the Kibana contributing docs.

Lastly, if you haven't already, you should familiarize yourself with the Elastic License 2.0, which is the license applied to the code you would plan to contribute here.

If you've gone through all those things and would like to try to resolve this issue I'd recommend posting back here with the intended solution before writing code.
