Summary

This ticket will track the progress of adding authorization checks to Security Solution rule actions. The larger epic tracking all PLI efforts can be seen here.

Completion of this ticket is dependent on some response ops work that will be divided into 2 phases. The first phase will allow us to identify corresponding actions per license type - actions will be hidden if not accessible. The second phase, will allow us to disable, gray out, and prompt users to upgrade.
