Describe the bug:
The hook isAlertDetailsEnabledPerApp relies on config: ConfigSchema to be passed in, the AlertFlyoutFooter adds the "Alert Detail" button to the footer based on the results of isAlertDetailsEnablePerApp. BUT AlertFlyoutFooter gets the config via PluginContext which is only available in the observability plugin via the Provider which is at the top of the observabilty app page BUT not available in the solutions.
This issue happens when there is a feature flag for a rule type, for example in the following screenshot, there is no alert details button on the flyout on the Hosts page:
