[Dashboard Usability] Use hover actions for dashboard panels #151233

Description

Overview

We should move the current actions menu out of the title bar of a panel and use hover actions similar to the one on controls. This will allow us to:

  • Take up less space with the panel header, especially in edit mode.
  • Remove one or more clicks from many common actions: delete panel, clone, edit, edit panel settings etc.

Open Questions

  • What should we do about the panel time range notification, the library notification, the local filters notification etc. Should these be removed, turned into individual panel actions etc?
  • Is there a way to avoid showing the title bar when there is no title in edit mode? If we hid the title bar, where would the user drag the panel from?
