Description

1. Log into Kibana instance and load the Flight sample data
2. Navigate to the dashboard view
3. Tab to the blue triangle "markers" to see the tooltip for flight cancellations / delays appear
4. Ensure focus is set on one. Use the console and document.activeElement if necessary to verify this.
5. Note the screen reader does not announce the tooltip details, which the EUI Tooltip should do

Actual Result

• Screen readers announce "Button" and nothing more

Expected Result

• Screen readers should announce a meaningful button label (addressed in Ensures every ARIA button, link and menuitem has an accessible name validation error in demo flights chart #148647) then pause briefly, then read out the entire tooltip timestamp, airline, and announcement.
