[Lens] [`renderComplete`] should be triggered for error state

Steps to reproduce:

1. Create Lens vis by some Data View and add it into the dashboard
2. Remove used Data View
3. Navigate to Dashboard app
4. Open Browser Dev Tools and see data-render-complete attribute value

Expected behavior:
It should be true. Important for reporting
