[KibanaUtils] Reduce `kibanaUtils` bundle size

Part of #112832

Kibana utils are under 100Kb #95866 🎉 but there are further possible improvements:

• Do not import whole semver library [kibanaUtils] Don't import full semver client side #114986
• get rid of ResizeObserver polyfill Remove unnecessary browser polyfills  #91329
• Move state sync util into a package so that apps import it into async chunks only
