[Meta] Move Data Visualizer to its own plugin

This is a meta issue to keep track of moving all components (the API endpoints as well the file and index based visualizers) of the Data Visualizer from the ml plugin into its own separate plugins file_upload and data_visualizer.

  • Add index_exists and time_field_range endpoints to the fileUpload plugin to assist with importing data (v7.13)
  • Move the analyze_file endpoint from fileUpload to fileDataVisualizer (v7.13)

  • Re-organize structure of folders into common, file_data_visualizer, and index_data_visualizer
  • Update types
    • Replace deprecated IIndexPattern with IndexPattern and replace deprecated IFieldType with IndexPatternField
    • Replace RuntimeMappings with estypes.RuntimeFields
  • Add back preview for Boolean type
  • Rename file_data_visualizer → data_visualizer
  • Rename test subjects to no longer include ml prefix
  • Add back links to ML job creation cards in Index Data Visualizer & re-enable functional tests [ML] Fixing missing data visualizer links #103932
    • Add a "Create job" title to the collection of ML links.
      Could be done by adding a common category to each link.
    • Add in data recogniser links.
      Will be hard to implement because we don't know how many links there will be.
  • Add Index Pattern editor flyout to DV [ML] Add index pattern management to index Data Visualizer #101316 (v7.14)
  • Use React.lazy rather than these custom lazy loaders (original comment)
  • Remove the time based index check if not embedded within ML
  • Move data visualizer related functional tests out of ml
