[Controls] Create Initial Control Group React Component

The initial iterations of react components for rendering the control group, needs to be created in Presentation Util.

The initial iteration of the Control Group component should support:

• The ability to add and remove controls
• Multiple controls with wrapping.
• An option to give controls a fixed size.
• An option to stretch controls to take up all horizontal space.
• The ability to rearrange controls (drag and drop?)
