WatchAckTests performs a watcher stats request to check that the watch is present. However watcher stats is not guaranteed to return the correct number of watches -- when a shard is moved it is possible for a brief moment for the watch to be gone from the old node's stats but not in the new node's stats yet. That behavior doesn't seem to cause any real problems other than its use in this test. And this test is not meant to test watcher stats.
