I think this should also be fixed by #89929. I can only reproduce it w/o the fix, by adding some sleep right before the file snapshot tasks get enqueued. I believe, this causes the deletion of the snapshot to happen while the snapshot is running, which aborts the snapshot and clears the file queue, but the listener is not called and the test times out.
