Investigate cluster state bulk processing for ILM operations

ILM can generate a non-trivial amount of cluster state operations. We have tools inside of Elasticsearch for bulk processing these operations. It would be great if we could use some of those tools to reduce the load ILM puts on the master node due to cluster state updates.
