WaitForRefreshAndCloseIT fails fairly consistently

I just (#33510) enabled this test after it was accidentally disabled for a long time. When I was testing it before enabling it it worked fine. But it seems like I was lucky because locally it is failing fairly consistently for me.

I'm not going to backport the fix to reenable this test to 6.x because of these failures. I'll fix it in master and then backport the reeanble fix.

It looks like it is only DELETEs. Either way, I'll disable the test for now and re-enable when I have a fix.
