Add `host-metrics` module

The current implementation of @opentelemetr/host-metrics has some issues (1718) and also it does not collect all metrics defined in https://github.com/open-telemetry/semantic-conventions/blob/main/docs/system/system-metrics.md but just: system.cpu.*, system.memory.*, process.cpu.* and process.memory.*

The goal is to report the correct number for these metrics and also add another (filesystem maybe) one to showcase is possible to extend OTel by leveraging our distro.

with this PR open-telemetry/opentelemetry-js-contrib#1785 the upstream repo already has the fixes and will be shipped in next release. We can close it
