Watcher uses the line annotation to display a reference line in a chart. This annotation is controlled by a value that the user has entered into a form field (elastic/kibana#17993). We'd like to enable draggability on the annotation so that the user can also control this value by interacting with the chart. In essence, the chart becomes an input tool.
