Describe the issue

When using a pie chart where the first layer has are multiple series but only one has data, then another layer that has some values. When you hover the legend item for any series, the entire pie chart is highlighted.

To Reproduce

1. Go to kibana
2. Create a vis that looks like something below
3. Hover the legend items
4. Notice hovering any item show a highlight over all the second layer sectors

Expected behaviour
If a layer is not present, no highlight should be shown.

Additional details

If looking at a nested legend, you can see the values from the second layer behave correct, not showing any highlighter. But for the top legend value they highlight the second layer pie sectors.
