When using a RectAnnotation with the vertical tooltip type, the main tooltip is always blocked even when the annotation has no tooltip to display.

Describe the solution you'd like
When a RectAnnotation does not have a tooltip, the main tooltip should be displayed as normal when using vertical tooltip type.
