Keyboard shortcuts don't work for opening in new tab/window

Describe the bug

I often use keyboard shortcuts to open links in a new tab or window, but doing this on the preview site is not working as it does on other websites.

Expected behavior

I expect to be able to open a link in a new tab by holding down the command key (Mac) when I click the link or open in a new window by holding down the shift key when clicking the link.

Steps to reproduce

1. Go to https://docs-v3-preview.elastic.dev/elastic/docs-content/pull/705/solutions/observability/get-started
2. Hold down command (Mac) when you click a link in the table of contents. (It navigates to the linked page without opening a new tab.)
3. Hold down shift (Mac) when you click a link in the table of contents. (It navigates to the linked page without opening a new window.)
4. Do the same with a link in the main content of the page.

Note: This is only true for internal links. External links (for example, links to GitHub) seem to work as expected.
