The "report an issue" button no longer opens the correct template

Describe the bug

the community template was renamed from issue-report.yaml to z-issue-report.yaml

this has caused the "report an issue" button to open a blank issue instead of one with the nice template

Expected behavior

"report an issue" opens the template

Steps to reproduce

click "report an issue" from any page

I've renamed the template for now to restore functionality

assigning to @bmorelli25 so he can re-rename the template and rewire it if needed on his return
