[FR] Implement new Endpoint Kibana Bulk Actions

Because of a update ob API Endpoint the used bulk-upload willl not work any more in Q1 2024.
Kibana API Documentation:
This API has been deprecated since version 8.2, and is scheduled for end of life in Q4 2023. Please use the bulk action API instead.

Describe the solution you'd like
Development of new endpoint usage bulk-action for create and managing detection rules.

Describe alternatives you've considered
Use older Kibana Versions to have working endpoint.
The conversion of Toml to JSON and manually uploading it, not this great.

Additional context
I could assist and help with development to new api endpoint, because we need a working replacement.
