What does this PR do?

Upgrade osquery to version 5.4.0.

Why is it important?

Pick up the latest updates and fixes implemented in osquery 5.4.0.

Specifically this release addressed the issue we had to work around:

• Fix thrift server shutting down when dropping privileges (#7639)

And has the new table that we implemented awhile ago:

• New Table: windows_update_history (#7407)
