Update boltdb dependency with coreos/bbolt #6052
Description
It sounds like boltdb is no longer being maintained and CoreOS is taking over with their bbolt fork. We should replace our bolt usage with bbolt. We need to test that old databases created with bolt work fine under bbolt.
