My usual policy is to not make any changes supporting pre-release versions of GHC until an alpha appears (at the very least). I'll park this PR until GHC 9.0-alpha1 has officially been announced. |

Current GHC HEAD, which will soon be released as GHC 9 comes with template-haskell 2.17. The code compiles without any modification with it, so this PR just relaxes the upper bound.
