SG22 feedback was given, and we don't feel comfortable with the current design unless similar changes are made on the WG14 side to label behavior.

There was strong direction to progress exactly like I've proposed on the C++ side, but due to wording problems, nothing was merged into the draft yet. I don't think it's worth presenting in Kona until it's actually in the C2y draft.
