Publish reusable release and artifact-publication profiles #4

Outcome

Replace copied legacy workflows with versioned profiles for releases, packages, PDF/A documents, GitHub Pages, checksums, SBOMs, signatures, and provenance.

Scope

• Implement the work owned by egohygiene/relay that is necessary to deliver this outcome.
• Coordinate cross-repository work through the dependencies below; do not copy sibling implementations into this repository.
• Keep unrelated refactors, mutable cross-repository source dependencies, and secret material outside this issue.

Acceptance criteria

• Define release profiles by repository class
• Modernize runtime and action versions instead of copying old YAML
• Support npm-style specs, containers, binaries, sites, and PDF/A artifacts
• Emit immutable release evidence and rollback instructions
