feat(skills): curate core first-party engineering skill suite

This curates the six staged engineering skills required by the generic agent set into the canonical Aether library. It promotes only the named first-party candidates, normalizes them to the current skill/catalog contracts, and records provenance plus staged-copy disposition to avoid synonym drift and broken references.

• Canonical skill promotion

  • Added six canonical packages under library/organization/skills/:
    • authoring/skill-authoring
    • authoring/github-issue-authoring
    • authoring/implementation-planning
    • quality/bug-fixing
    • quality/repository-cleanup
    • quality/test-engineering
  • Each package now includes normalized SKILL.md, focused references/, a reusable templates/ artifact, and deterministic evals/evals.json.

• Metadata and lifecycle normalization

  • Aligned all six skills to the current Agent Skills + Aether frontmatter contract.
  • Registered them as first-party canonical artifacts with lifecycle state experimental.
  • Updated contract/docs that previously assumed the smaller stabilized corpus.

• Provenance and synonym control

  • Added explicit provenance and source-delta notes to each skill.
  • Reviewed legacy overlap without creating new synonym identities:
    • github-issue
    • create-skill
    • create-implementation-plan
    • repository-audit
    • diagnose
    • breakdown-test
    • pytest-coverage
  • Preserved the disposition in catalog records instead of leaving the staged copies as ambiguous alternatives.

• Catalog and disposition records

  • Updated the first-party catalog and coverage report to include the expanded canonical skill set.
  • Added a compact curation ledger plus per-skill staging disposition records under catalog/first-party/ for the six promoted candidates.

• Staging cleanup

  • Removed only the exact covered Aether-owned staged candidate copies after preservation:
    • .staging/skills/skill-authoring
    • .staging/skills/github-issue-authoring
    • .staging/skills/implementation-planning
    • .staging/skills/bug-fixing
    • .staging/skills/repository-cleanup
    • .staging/skills/test-engineering
  • Left unrelated staged, external, and domain-specific content untouched.
