Add an agent catalog and Copilot cost-control specification #41

Outcome

Catalog reusable agents and convert the captured cost-optimization guidance into a testable policy that chooses models and tools by task, risk, and budget.

Scope

• Implement the work owned by egohygiene/aether that is necessary to deliver this outcome.
• Coordinate cross-repository work through the dependencies below; do not copy sibling implementations into this repository.
• Keep unrelated refactors, mutable cross-repository source dependencies, and secret material outside this issue.

Acceptance criteria

• Define agent capabilities, permissions, dependencies, and supported runtimes
• Encode model/tool selection rules with explicit quality and cost tradeoffs
• Add test scenarios and explainable policy decisions
• Project the policy into supported provider configurations
