split loglevel +o to two levels: +e and +i #56

The idea is the following: +o is too generic for error messages and isn't used properly. Error messages should go to a new loglevel +e. It should also include full Tcl error info. Normal misc. and informational messages should go to a new level +i (info).
Loglevel +o should remain for compatibility reasons and should work as a combined level sending to both +e and +i. This way old config and user files will work like expected without editing.
