Better server cycle #1906

Currently eggdrop delays each new server connect (from server list) by server-cycle-wait seconds.

I propose we change that to let eggdrop cycle through the list as fast as possible,
while still delaying subsequent connects to same servers by server-cycle-wait seconds.
