Continous checking of output voltage on DCP module

Check continuously (with exception of down-programming) output voltage when output is enabled if OVP HW is not enabled. If U_MON is higher then U_SET for more then 3% automatically switch off output and display popup like "Fault detected!"

This is not applicable in RProg mode.
