…tag updates Adds getwikifrom, gettagsfrom, assignwikito, assigntagsto, and deletetags (which removes a specific tag array rather than clearing everything) to the catalog package. Fixes set_wiki/set_tags to try a create first and only fall back to a version-bearing update on failure — Dremio's GET can return 200 with default/empty content even for records that were never set, so version can't be decided from a GET alone.
